1999 Dodge Ram Power completely shuts off when i turn key

The power completely cuts off when i try turning it on. I get no response and jump starting doesnt work. When i move the ground cable on the battery the power flow comes back then cuts off. Do i need a new battery or just cables. How much would that cost me?

You may just have a loose connection. Try re tightening the terminal and ground cable end. If those doesn't work the cable may be loose where it fits into the terminal. A new cable and terminal (if you need to replace it) is not that much money. Around $20-25 or so. And that's if its fairly long.
