If the mechanic is replacing the lifters, shouldn't he also replace the cams and camshaft?

Camshafts maybe...depends on whether or not the lobes have gone flat, some camshafts have oil passage via hydraulic lash adjuster, and when they lose prime due to carbon/sludge, sometime they have to be replaced. Yours is a pushrod engine so you got it made!
