1999 Dodge Ram 2500 diesel engine temp won't warm up?

My 5.9L Cummins won't warm up to normal operating temp. It will only approach normal and sometimes get to normal at highway speed. Anything below that, engine temp hovers around the low mark on the gauge. Heat in the truck is good. Not hot when engine temp low, but good. It's winter here as well.

I put a new thermostat in with no change. The fan belt is new. All pulleys appear to be turning well. I suspect it may be the clutch fan.

Any suggestions that I may not have thought of?

Fixed my own problem. It was the replacement thermostat. Wrong one. Put another one in and engine temp is now perfect.

Nice work, yes the #1 reason an engine will not heat up is the thermostat. Here is the correct way to replace it in case you need it. Check out the images (below). Let us know if you need anything else.
