1998 Dodge Ram turn signals

I have replaced the switch on the steering wheel as well as the flasher I have checked fuses on the side panal by drivers side dash as well as fuse box under the hood and I have power in both spots and turn signals still dont work I did note that there was a short under bed of the truck and I fixed that i did notice about the time all of this that happened a little bit of smoke came out of the dask is it possible that the wiring harness were it runs in to the fuse box burnt lose there or would there be something else that could be burnt out
