1998 Dodge Ram Surging Idle

I have checked all the vacuum lines, there's no restriction any where. I don't see any leaks and I have been through 2 tps sensors, my idle randomly surges and when in park just runs up to about 3 thousand rpms the cat is bad I'm sure but what could cause this all the electrical connectors also read 5.0v give or take so i dont think i have to much power anywhere. i'm really stuck on this one.

If the catalytic converter is bad, replace it before there are new problems. Have you checked the idle air control valve (IAC)?

I cleaned it, i also did a vacuum test today while at work, 25inhg steady i also have noticed that when i go to park it will hang at 3krpms for about 3 secs than idle down at normal

did cleaning the iac change it a all? Also, have you checked the tps?

yes the tps is new it's actually the second new one thats been in there. i feel the IAC may be bad is there nay good way to test it to see if it's working properly?

You should be able to see it working. Often times, if you remove them and clean them, they work again.
