No lights working on license plate? New bulbs in and checked fuses. Still nothing happing.

Hi, check for voltage, black wire with yellow tracer, goes hot when you turn on headlamp switch. Black wire is ground, check that also. If no voltage B/Y wire, backtrack circuit.
