1996 Dodge Ram Pulley is clicking

Why would the far left pulley (looking at the motor from the front of the truck) on the fan belt be clicking or popping left to right?

sounds like your tension pulley is bad,easy fix.the clicking is probably from the bearing going out inside the pulley,thats why its cocking back and forth
