how do i change a fuel filter on a 1996 dodge ram Cummings Diesel?

there are two fuel filters, a primary and a secondary, remove filters, clean housing, reinstall filter and make sure you fill the housing full of diesel fuel, prior to re-installation or you will get air in the system and then you will have fun.
