1996 Dodge Ram blue smoke in the exhaust

Every time I turn the truck on blue smoke comes out for a few minutes then i could be sitting at a light and it starts blowing blue smoke like crazy is this problem hard to fix its never more than a quart low on oil every time i change it and i do it every 3,000 miles ive been told that it may be worn head gasket

I would be thinking worn valve guide and vale stem seals.
