1994 Dodge Ram Windshield Wiper

I have a 1994 Dodge Ram 2500 and the windshield wiper on the drivers side goes past the window. What do I have to do to fix it? I've tried to move the position of the wiper arm but instead of going past the window, it will drop down too far.

If you can't split the difference, remove the cowl at the base of the windshield and check if there is a problem with the linkage.
