Should use a speedometer cable as well as a speed sensor mounted on the speedometer, make sure it's connected at both ends and is not kinked up somewhere along the way.

There is no speedo cable connected to it. Removed the whole speedo it is electronic, not digital, it looks like an alarm clock. Could the problem be in this unit? There was also a fuse labeled speed control changed it also. Thanks for your help any other ideas?

If its electic and only has VSS then the speedometer assembly may be bad or wiring to the speedo and/or sensor may be damaged. If wiring is good than replacement of gauge is needed.
