1990 Dodge Ram Clutch safety switch

My 1990 dodge ram 150 4x4 will not start when the key is turned to the "start" position, however when i turn the key to the "on" position and jump the starter terminals B+ and S the starter will turn without the clutch depressed, and when i turn the key to "start" i do not hear the relay click to engage the starter. My question is, where is the clutch safety switch located, and also where is the starter relay located.

Common place is at the top of the clutch paddle
check it out
check it terminals and wires too
jump terminals and try to start
is it started for you then replace the switch
if not check fuses and ignition switch
