1996 Other Dodge Models heat blows cold

my heat does not work right. When I turn the blower on high it blows cold when it is on the low speed it is kind of warm. I just replaced the thermastat and back flushed the system but I still have the problem what else can I do? thank you

check water pump and coolant circulation
isolate heater core and flush good again
