1988 Other Dodge Models Engine runs rough on choke

My 1988 Dodge D50 (engine by Mitsubishi 4cyl. 2.6L) runs rough when first started on choke. It smooths out after about 3 minutes.
Timing and plugs are OK
My mechanic says it needs a new carburetor.
