2007 Dodge Nitro ignition

the starter fails to disengage after releasing ignition / key switch. I removed the starter/solenoid and it tested ok,solenoid disengaged normally. is a relay the cause or the ignition switch?

Start with switching the relay with on that has the same part number. If that doesn't work, chances are the ignition switch is the problem.
