Auto transmission stay in second

Automatic transmission will not shift back to 3rd after a down shift from hard acceleration (passing downshift) transmission will shift normal if you do not get on the throttle real hard. After it gets stuck in second it will only clear or upshift normally if transmission is shifted back to neutral. Transmision will shift up to 3rd if speed gets up to 63 mph but will shift back to second again if speed gets back down to 50mph. 1995 dodge neon 90,000 miles

We have seen this prblem before, please check the connector atthe transmission, clean all corrosion at connector and get back to me, if that dosnt do it you might need a transmission or a new transmission controller.

Checked electrical connector it was clean with no corrosion, test drove and did not help. I did notice a cable which comes from the throttle to transmission, tried moving and it felt stiff and did not seem to return all the way when throttle was moved. Sprayed penetrating fluid on lever on transmission under batt and seemed to improve movement(not as stiff). Test drove again and transmission shifted normal. Went in and out of passing gear great. (One note the car did sit for 6 months and was not used while I was deployed). Thanks for your help. :D
