2010 Dodge Neon Two Wheel Drive Automatic 112367 miles

My brakes seem like they don't come to a complete holt when i stop the car. Also, the emergency brake light stays on after the the levr is placed down. What could cause this

could be time for new pads... as they wear the fluid level drops, and this turns on the red light, check all four wheels!
