2005 Dodge Neon whinning

my neon is whinning while it runs after running about 10 min somewhere around the middle to back of the engine. ive eliminated all the exterior things like alternator etc. i just had the timing belt tenisor and water pump replaced and its still doing it,not sure what to look at.

start the car turn the steering full left and full right.if there is noise, check the power steering fluid level.if there no noise, let the car runs for about 10 minutes, repeat the same thing: have car in park, turn thesteering full left anfd full right.
check the condition of the belt, inside and out.
do not be mad if I'm asking the same thing you allready checked, just tell me what you have replaced and when it started to do this ,at wich occasion it doing it, what was your input as driver when the car start to winne.
