2004 Dodge Neon When Engine starts RPM's races up until it

Hello I started my car to my surprise the engine would raise until it cut off then I notice I had a hole in my cold air intake pipe aftermarket K&N, I got it welded unplug the battery tighten everything backup and it still would idle up to 4000 or more rpm"s can you point me in the right direction.

Inspect and test the idle air control motor, throttle position and manifold absolute pressure sensors-
