2004 Dodge Neon Emergency brakes

Brakes problem
2004 Dodge Neon 4 cyl Two Wheel Drive Automatic

My daughter was driving her neon, she pulled up to a stop light and when she went to accelerate the back tires were froze up. Is there a simple fix? How do I release the emergency brakes and then can I do a simple fix on the cable?

Well I dont think its the E brake as she did not use the brake at the light
I would suspect a broken spring on the rear shoes or frozen wheel cylinder
