How can you make a replacement key that will open the car door and not start the 04 neon start the car?

If your vehicle has a coded key you can have a non coded key made, or you can change the tumblers in the door lock's to be different then ignition.

If the keys are identicle keying then you cant make one not start the vehicle unless its uncoded.
