2003 Dodge Neon 4 cyl Front Wheel Drive Manual

Im looking for the voltage regulator in my neon.

It's the computer that controls the alternator field circuit. I'd check for charging system trouble codes. At the least, you need an obd2 code reader. The picture below is the courtesy of autozone, the only one I could find at the moment.
