2003 Dodge Neon Steering Wheel shakes at high speed while t

Hello
I have a 2003 dodge neon. I recently bought this car from a friend. I have been having a problem while going to work. At high speeds ranging from 60-75 mph, when a turn comes and as i make the turn the steering wheel vibrates when returning to its normal position. it vibrates very hard. I have no bent rims nor bad tires. The alignment is slightly out. Could it be my steering wheel pulley? Pump? I have checked the steering wheel fluid also. Any help would be appreciated.

Did you notice if it only happens as you stepping on the brakes as it maybe front brake rotors out of round
