2003 Dodge Neon 4 cyl Automatic 128300 miles

I have a 2003 Dodge Neon and the speedometer is not working nor is the car shifting out of 1st gear.

Need to test your vehicle speed sensor, located on the transaxle.

I have changed both the input and ouput sensors on the car and the speedometer still isn't working or gear shifting out. My next step is to change the transmission filter and fluid today. Any suggestions?
