2003 Dodge Neon Hose coming from coolant system

When you replace the hose, use a good radiator (worm) clamp to tighten the hose in place. As far as the 2 hoses to the resivour, one will go to the radiator (right below the cap) and the other is most likely an overflow that will point down incase there is too much coolant in the jug.
