2003 Dodge Neon Clicking noise

I believe this could be the serpintine belt. I hear a clicking every time the belt rotates. I know it's not pistons or a valve.

Could this be the mount the belt is on?

Closely inspect the belt to make sure there are no cuts in it. Also, try this test. With the engine running, pour a little water on the belt to see if the sound stops or changes. Protect your eyes and clothes because water will most likely come back at you.
