2002 Dodge Neon tie rod ends

i thought my wheel bearings had gone bad but when I got it all apart I noticed that they are tight and it is my tie rod ends is this a easy fix or do I need to have it done the bolt dose not loosen or tighten just spins is there a trick to this or is there a special tool that I need ?also noticed that there is not much grease in or around the joint.
