2002 Dodge Neon REAR TIRE

I got into my car this morning and the back rear (drivers) side tire won't move.... its like frozen..
its 40 degrees outside, so I know that is not the problem. Any ideas?

check brakes and e brakes too
try to twist and pull the e brake cable by the tire
