2002 Dodge Neon Loses power and splutters

I have a dodge neon and it has 105000 miles on it. Every trip I go on the car seems to splutter like its not getting enough gas to it in order to keep going yet it does. The car has also lost power and over 3 months it has gone from being able to go 80 with power, safely(Somewhat ) to just 65. Anything over this and it splutters. This does seem to happen when I put my foot down on the accelerator almost all the way in. At half way it goes ok?Any ideas?

Check your tune up
wires and all
check timing belt
check fuel pressure
i would check the tune up 1st
