2002 Dodge Neon FUSE warning light

My 2002 Neon will not start. I get a FUSE warning light flashing on the mileage display area. All fuses checked and are good. Battery took a jump but did not hold. Any ideas?

If all fuses and relays checked out okay, test for power at the PDC under hood and the fuse panel inside vehicle.
