2002 Dodge Neon Fluid is fine. What could be the problem?

My power steering stopped working a couple of days ago. I checked the fluid and it is fine. The belt on the pump seemed a little lose but it was hard to tell. There is no screeching or an other noises when I try to steer my car. What could the problem be? Is there a way to check my power steering pump inexpensivly?

Check if the power steering pump putting out pressure



raise the RPM and check if that improve the steering


also suspect rack and pinion
