2002 Dodge Neon dodge neon 2002 need to hit PARK forward to

My dodge neon would be parked, and I would insert the key, turn the key, ALL LIGHTS come on, turn the key but silence follows,...

I have to literatelly HIT THE SHIFT in PARK and then the car can be started without any problems...

any ideas?
