2002 Dodge Neon clutch

i am having an issue with my clutch. when the vehicle is started and i push in the clutch pedal and go to put the stick in gear it wont go into a gear. but with the car of it goes into every gear completely fine. so could it be the clutch cable, hydrolics, or the clutch itself.
