2002 Dodge Neon brake system replacement

My moron nephew replaced the brake fluid in my mothers car with power steering fluid, approx 1 month ago, the brakes no longer work, obviously
my question is, I found a mechanic who said it would cost $1200 to $1300, because he would have to replace all the parts of the brake system, is this a reasonable assumption, or should I look for another mechanic?

Well the master cylinder is no good and need to be replaced
hydraulic system need to be flushed and evaluated
and its all depend on what’s need to be replace very possible to be $ 1200
