2001 Dodge Neon Loses cool

My a/c gets cold, but only after the car has been running, not idling, for awhile. Then, if I sit at a red light, it loses cool - it still blows, just not cold. Sometimes, it will just happen for what seems like no reason - when driving along. Some days I'll never get any cool at all. I've taken it to many shops, they always "top off my freon" and send me on my way. This has been happening since I bought the car, and no one seems to take me seriously when I describe what's going on. We've tried fuses, the relay, and adding freon. Nothing works. Any ideas? Thank you!
