2001 Dodge Neon Idle concerns

Engine Performance problem
2001 Dodge Neon 4 cyl Front Wheel Drive Automatic

Vehicle will startup and go to around 4k rpm hit the limiter and then go down. It will then kill one cylinder and go up and down with the idle. when in drive the idle will without pressing the gas accelerate you up to 40mph. Any pressure on the idle it will go around 4k rpm.

Unplugged the Iac and plugged it still did not solve the problem. Reset the battery still having the same concern.

Check for vacuum leaks
check for codes
check if intake gasket leaking
check if boot ripped at and around the throttle body
