2000 Neon - Hard to turn wheel to Left

I just bought this used 2000 neon, it has a few problems. When I first drove it, I thought the power steering was out or the fluid was low. It has plenty of fluid, and the belt is fine. Then I realized the power steering was working when I turned to the right, but not when I turn left. It's relitively hard to turn left and also makes a noise like it's low on fluid. When I turn right it's almost loose feeling, it's too easy in comparison. It doesn't pull in either direction, and I just had an alignment and 4 new tires put on. I also had the steering "tested" at sears auto, they said it checked out fine. It's becoming very annoying to drive with this crazy steering, what is going on?

try 1st to bleed the system
jack the two front tires
and rotate by hand side to side with engine off do it slow and easy check for air bubble and add fluid as needed
if not you may need a new rack and pinion
