2000 Dodge Neon automatic belt tensioner between power stee

My manual says: simply remove the bolt at the pivot point and remove the tensioner. First, there is no bolt at the pivot point...there is a hole. It may take an allen wrench but it's so tight in the engine compartment you can't see to tell. But even if it did take an allen wrench, there's no room to get one in the hole...there's about an inch or less clearance. There just seems like no way to gety this dang thing off. Maybe you need a special tool? Help!
