1999 Dodge Neon Keeps blowing fuel pump fuses in the Power

The car started blowing fuses to the fuel pump about a month ago. We'd be driving down the road and all of a sudden the car would lose power. We'd replace the fuse to the fuel pump in the Power Distribution center. The car would start up and go again.

A few days ago, we were leaving to go somewhere, got maybe 2 miles from home and lost power again. We put a new fuse in the PDC for the fuel pump and turned the key and the fuse blew again. The car repeated blew 4 fuses and never restarted. We had it towed to a local shop and through their diagnostic machine, couldn't find anything wrong. Their mechanic said he put in another fuse and could not get the car to foul out while sitting there in the shop stall. He said that he kept starting and turning the car off and the fuse wouldn't blow. We picked up the car, drove it home with no incident. 2 days later, we got about a mile and a half from the house and the fuse blew again. Again, we blew several fuses trying to restart the car. We finally ended up towing the car home....and here it sits.

What would cause the fuse to the fuel pump to repeated blow like that?
