1999 Dodge Neon instrument lights not working

The speedometer and those lights wont work but the other lights do. I replaced the fuse and still no luck.

does the dome light work when you turn switch on manually? if not then switch may be bad. if it does then remove gauge cluster and inspect bulbs.

The dome light works but the gauges doesnt. turn signals are ok too. It keeps blowing the fuse every time i turn on the headlights

which fuse? if instrument panel fuse blows everytime the headlamps are turned on then the headlamp switch is bad
