1999 Dodge Neon Ignition?

While driving, my son stated vehicle ran fine but gauges began moving from one extreme to the other. Once shut off, it won't start most of the time. When I got in, I heard a ticking from dash area. I then put key in ignition and the gas and battery guage began moving as if car was on. They shut down when I removed key from ignition. Ignition was not turned to start or aux. when the gauges moved. Is this a problem with the ignition switch itself?
