1999 Dodge Neon Brake lights don't work when lights are tur

All the turn signals, running lights and brake lights work when I don't have my lights on. But once I turn on the lights, the brake lights stay lit as running lights, but don't change when braking. Also, both turn indicator lights light up on the dash (not on the outside) when brakes are applied and lights are on, but don't do it when lights are off. All parts/bulbs are factory stock, so nothing fancy. Any ideas as to what I could check would be greatly appreciated
