If I have no problems with my water pump should I get it replaced now being that I need a new oil pump(get it all done at once and save labor costs) or should I wait until I auctually need it? My car has 119,000 miles on it and a technician said I should get the water pump changed every 65,000.

Yes you should. You also need to replace the timing belt, if it has not been done. You are due by mileage. I have seen too many Neons and Stratuses fail due to broken timing belt at around 120K miles.
