1998 Dodge Neon Sucking Noise

I have a 98 dodge neon, it started making a funny noize like someone trying to suck not enough liquid up a straw. This happens when i push on the gas. It is also idling high. Told it was the water pump, replaced it and it still has the noise and idle. The mechanic did a fuel pressure test and he said it read good pressure. I popped the hood and it seems the noise comes from a black tube to the left of the engine (when facing the car). I put my hand on it and could feel the vibrations. Any suggestions?

sounds like a vacuum hose. you need to check them all and make sure they all are hooked up and that they do not have any holes or cracks if they do then you have to replace them. it sounds like you have a vacuum leak . look very carefully at all of the skinny vacuum hoses and check each and every one.
