Why is my steering wheel off center about a quarter turn after just changing my front struts? The only part was touched was the struts. Car goes straight, a little to the right but that's normal. Can I adjust the steering linkage? Or Steering wheel.

You are now in need of an alignment. As you replaced the struts you have changed the alignment. So now that the camber and caster are different so is your toe setting, and no you can not do this yourself. You need to take it to a good tire shop and have a 4 wheel alignment done and tell them what you have done and about the steering wheel being off center so they can straighten it while they align it.
