MY DAUGHTER'S NEON WON'T RECHARGE. WE RECHARGED HER BATTERY AND REPLACED HER BATTERY BUT IT WON'T START AFTER SHE TURNS IT OFF. THIS JUST STARTED.

Welcome to the forum. Are you saying the starter won't even crank? I'd have to make sure the battery has a full charge, around 12.6 volts is the generic spec. Also check battery connections, engine running, check the charging system. If you have a digital multimeter, we can can give you some testing info. If no crank, have you tried cranking in neutral?

Another possibility, is a battery drain. Next, I'd check the circuits at the starter relay, underhood fuse box, pdc, power distribution center, whatever you want to call it.
