1998 Dodge Neon Cold Start Up

my car has been having a cold start up in the mornings. once the engine is hot it starts okay throughout the day and night. the alternator, spark plugs, fuel gasket, valve cover gasket, tune parts have been replaced. brake linings, lower control arm bushings and ball joints have been replaced. battery terminals have been cleaned. after 4 attempts to the local auto service center to find out what's wrong, they finally recommend that the intake gasket be replaced to further diagnose the cold starts. the parts have been ordered but have not yet arrived. will you please tell me what's causing the cold start ups? i appreciate all the help i can get. thank-you very much.

I would also add to check your engine coolant temp sensor.
