1997 Dodge Neon steering hard to operate

when i crank my car and try to turn the wheel my car has resistance and squals when i do turn it. my pully for my air , steering ,ect. was getting bad when i bought it, and when i look under the hood when its cranked my belt is shaking wery bad. what is this?

Replace belt and tensioner
check fluids and pulleys
