1997 Dodge Neon Radiator fan

Radiator Fans runs with the ignition key in the off position. Scan shows a P0118 trouble code.

Code indicates problem with coolant temp switch. Ohm to see if resistence is too high say over 900.
If switch checks good it maybe hign resistance in wirirng to ECM
