How do you replace a master cylinder on a 95 Dodge Neon .

Undo the fluid level indicator plug, undo the hydraulic lines, undo the master cylinder mounting bolts, bleed the new cylinder on the bench, re fit cylinder and attach hydraulic lines, re bleed full drake system re attach fluid warning wire.
